As I understand, Islam denounces the blockade in the roads and all things that hinder the normal life of people. The political parties and some organisations are intentionally conducting Hartals and blocking roads. This should be strongly protested. But the unitentional blockades can not be condemned. And there is a certain group of people(in the name of Salaf) who preach one thing and do the just opposite. Recently they conducted a conference in Changaram Kulam (Alas! really such a kind of conference is not known in the age of the prophet(sa) and the Sahabas and the Salaf Assalih)and they passed some statements against the rallies and festivals which hinder the normal social life. But contrary to the statement, really the roads near Changaram Kulam were blocked in Kilometers for hours.
