For rubbing over the footwears the Ulamas have put forward many conditions. Those conditions are really taken from the contextts in which the rubbing over the Khuff is allowed. When we consider the conditions of Khuff, the common socks is excluded from the law. So we can not rub over the socks. Instead we should put off the socks and to wash legs. (This opinion is based upon the Ulamas of Shafii Mazhab)

if anybody wears his socks after vudu or bath and he is sure that his socks are free from najas it is allowed to rub over the socks during vudu for some times.
